Rowlet is a small owl-like Pokemon resembling an owlet. Rowlet has a rounded beige body with short legs, with a white underbelly. Rowlet also has a white facial disk, a concave collection of feathers on the face of most owls. Rowlet has large, simple black eyes and a short break, with the top part of its beak being white, while the lower half of its beak is orange. Rowlet has two forward-facing toes and one backward-facing toe, with all of these toes resembling the orange color of its beak. Two leaves sprout from its chest, resembling a bowtie. Additional leaves form its tail plumage and line the undersides of its wings.

Rowlet, like a real-life owl, is nocturnal, with Rowlet storing energy during the day via a form of photosynthesis resembling a real-life plant. Rowlet attacks using stealth, silently gliding, before unleashing a volley of kicks, with Rowlet possessing feathers sharp as blades, which can be launched from the air. Due to its nocturnal nature, Rowlet prefers small, dark spaces.

As a starter Pokemon, Rowlet is decently balanced, with its HP being its highest stats. Despite this, Rowlet has a relatively low-speed stat. As a flying and grass-type Pokemon, Rowlet is weak to flying, poison, rock, fire, and ice-type attacks, and Rowlet being resistant to fighting, water, and grass-type Pokemon.
